PM Narendra Modi addressed the nation on the 29th of July to mark the first anniversary of the National Education Policy (NEP) 2020. In order to ensure that the very best and brightest teachers join the teaching profession at all levels, the New Education Policy aims to ensure their livelihood, respect, dignity, and autonomy, while also introducing basic methods of quality control and accountability in the system. Teachers and faculty are at the heart of the learning process. Therefore, NEP ensures rigorous recruitment and preparation, continuous professional development, and positive working conditions.
Teachers are in high demand in India due to initiatives being taken to increase the number of Government Schools and Colleges, which in turn demands more teachers to fill the various teaching posts in the government, Private & Public Institutions. As it helps to shape the future of children, teaching is considered one of the noble professions in India. The teaching ranks in most public and private schools are divided into four levels:

Merit-Based Scholarships | In order to ensure that the best students enter the teaching profession – especially from rural areas – many merit-based scholarships will be established across the country for study at outstanding 4-year integrated B.Ed programs. Scholarships based on merit will be offered in rural areas, and those who finish their B.Ed. will be given preferential employment opportunities in the local communities. |
Incentives for Outstanding Teachers | Teachers who wish to teach in rural areas will be provided with incentives to do so, especially in areas with the greatest shortage of teachers and the greatest need for outstanding teachers. Housing near or on the school premises or higher housing allowances are important incentives for teachers in rural schools. |
Curbing Excessive Teacher Transfers | It is important for teachers to build relationships with their communities and be invested in them, in order to give students continuity in both their role models and educational environments. Excessive teacher transfers will cease. There will be transfers in exceptional circumstances, e.g., for promotions of outstanding teachers and administrators to administration positions, if State/UT governments so provide. |
Strengthening Teacher Eligibility Tests (TETs) | The Teacher Eligibility Tests (TETs) will be strengthened to better test content and pedagogy related to being exceptional teachers. Throughout school education (Foundational, Preparatory, Middle, and Secondary), TETs will also be available to teachers at all levels. Subject teachers will also be evaluated based on their performance on the appropriate TET and NTA tests. To gauge passion and motivation for teaching, a classroom demonstration or interview will become an integral part of teacher hiring at schools and school complexes; these interviews would also be used to assess comfort and proficiency in teaching in the local language so that every school/school complex has at least some teachers who can converse with students in the local language. |
Ensuring adequate number of teachers across subjects | A sufficient number of teachers across subject areas – particularly in art, physical education, vocational education, and language education – could be hired to a school/school complex, and sharing of teachers across schools can be considered in accordance with the grouping of schools format adopted by state/local governments. |
Focus on Local Hiring | To promote local knowledge and expertise, schools/school complexes will be encouraged and indeed will be supported with suitable resources to hire local eminent persons or experts as ‘specialized instructors’ in various subjects, such as in traditional local arts, vocational crafts, entrepreneurship, agriculture, or any other subject |
Projecting Future Vacancies for Teacher Recruitment | India and each State will conduct a comprehensive study to estimate expected teacher and subject vacancies over the next two decades. |
Hiring with a purpose of Inclusion and Equity | The new National Education Policy is also focused to bring equitable and inclusive education by addressing the issue of availability and Capacity Development of Teachers. |
Over time, all actions above will be scalable as needed to find outstanding teachers, including local teachers, to fill all vacancies. Short-term contracts for para-teachers (teachers whose contracts are not extended) will eventually cease.
